Abstract: 

In Kenya the launch of Free Primary Education in 2003 mounted pressure on the secondary sector by the year 2012. The government extended subsidy to secondary sector (FDS). Expansion of secondary education; existing institutions growing in size & new secondary schools established amidst constrained resources. Quality deterioration while access remain limited. Physical facilities overstretched and grossly inadequate to ensure quality teaching
